Plugin that applies the localization option (createLocalizer): numbers, dates and built-in text in a locale through Intl, a decimal separator, digit grouping, an hour cycle, a date format and your own messages or translate. Without it the chart keeps the built-in English (englishLocalizer), and the option is only checked.
