End-user toolbar customization for the toolbar's customize option (on createToolbar, the shell or the grid): a Customize toolbar entry in the "more" menu and on right-click, with a catalog of actions users add, remove and reorder, saved to the toolbar's settings. Without it openCustomization() does nothing and registerAction() throws.
